The struggle for family caregivers is far from over, but there's a glimmer of hope on the horizon. While policy relief seems elusive, a shift is underway, and advocates are pushing for change. The COVID-19 pandemic brought family caregiving into the spotlight, transforming it from a family issue to a recognized labor and economic concern. This shift is reflected in the growing number of Americans providing care for elderly or chronically ill adults, estimated at 63 million. And the need is only increasing, with half of these caregivers eventually requiring help with daily tasks, and some needing more extensive care. The financial burden is immense, with family caregivers spending an average of $7,242 annually in out-of-pocket expenses, and many dipping into retirement savings or incurring credit card debt. The situation is exacerbated by the lack of a nationwide support system, with eligibility rules varying widely and programs administered by multiple entities. The federal government's recent Medicaid budget cuts further threaten the already fragile support system. However, there's a ray of hope at the state level. States are experimenting with innovative policies, such as tax credits for family caregivers, respite care subsidies, and employment protections. These efforts are gaining momentum, with 25 states and 31 cities implementing one or more of these policies. The Care Can't Wait coalition is advocating for comprehensive solutions, including a national long-term care insurance program and expanding Medicare to cover long-term care. While these ambitious national efforts may not be immediate, the growing number of struggling caregivers and the value of their work will ultimately drive change. As society recognizes the importance of family caregiving, the future holds promise for a more supportive and comprehensive care system.
